At least the faction warfare exploit took time and effort to swing the entire market, and at the time was at most questionable. Your little friend just abused an oversight in the market pricing and thought he'd be able to get away with it, even though people have been banned for exploiting bounty mechanics before. Epic fail. And the actual bug here is that the items in question didn't have their old transaction price updated, so they were 100x more valuable. This item wasn't manipulated, it was just a bug. And you act like the faction five got to keep the isk. They still got punished for it, they just didn't get banned (or at least afaik they didn't, I can't remember), because prior to that case it was not an exploit to misuse the average item price.
